CODE OF CONDUCT

It is the desire of the Hollywood-Rose City Little League Board of Directors, for players, parents, managers, coaches, umpires, and other spectators to be able to enjoy the sport of baseball in a safe, smoke free, and positive environment. To this end, the following policy is adopted to establish guidelines as to what actions constitute unacceptable behavior and the recommended consequences of such actions.

I-Scope

This policy pertains to actions taken by players, managers, coaches, parents, and other spectators before, during, and after a game, practice, or team event. The punishments
recommended here are to be considered guidelines that the Hollywood-Rose City Little League Board of Directors may choose to follow. If the HRCLL Board of Directors implements a termination or suspension of a manager, coach, parent, or other spectator or invokes a period of probation, those so penalized shall lose the privilege of participating in any HRCLL activities or serving Hollywood-Rose City Little League in any official capacity during their period of termination, suspension, or probation.

II-Procedure

Any player, manager, coach, parent, umpire, or other spectator may bring a complaint against another party. The complaint shall be in writing and shall be directed to the
President(s) of HRCLL who shall instruct the appropriate vice president to investigate the occurrences and bring the findings before the Board and the next scheduled meeting.
The President(s) may choose at his or her discretion to call a meeting of the Board in advance of the next regularly scheduled meeting, to review and act upon a complaint. This meeting date and time are at the discretion of the President(s) and are closed to the public.

III-Specific Infractions

A. Manager or Coach

1. Aggressively challenging an umpire’s decision, either by raising his/her voice, gesturing, or otherwise clearly demonstrating dissent:

First offense: Written warning from the President(s) or Vice President.
Second offense: A suspension for the next scheduled game.
Third offense: Suspension for the remainder of the season.

2. Aggressively challenging an umpire’s decision by initiating physical contact with the umpire,to include bumping, pushing, shoving, or striking in any way, or by direct foul language toward the umpire.

Note: Any physical contact is a violation in the Oregon State penal code and can result in prosecution. No physical contact or foul language will be tolerated.

First offense: Immediate suspension for the remainder of the season.

3. Confronting adults in a physical manner by initiating physical contact, to include bumping, pushing, shoving, or striking in any way, or by direct foul language to other adults, from the opposing team or his/her own team.

First offense: Immediate suspension for the remainder of the season.

4. Striking or attempting to strike a player, either on his/her team or an opponent.

First offense: Permanent termination.

5. Manager must provide name of player or coach to umpire if requested.

Refusal will result in manager serving a one (1) game suspension.

6. Sharing or releasing of privileged/sensitive information from skills evaluations, draft, all-star selections, or disciplinary discussions regarding players, parents, or other coaches.

First offense: Immediate suspension for the remainder of the season.

B. Parents and other spectators

1. Aggressively challenging an umpire’s decision, either by raising his/her voice, gesturing, or otherwise clearly demonstrating dissent, or vocally harassing a player on the field or
encouraging the willful injury of another player

First offense: Counseling by a Board Member.

Second offense: Parents suspended from attending child’s games for the remainder of the season.

Third offense: Parent permanently suspended from attending child’s games.

2. Aggressively challenging an umpire’s decision by initiating physical contact with the umpire, to include bumping, pushing, shoving, or striking in any way, or by direct foul language toward the umpire: See the note above.

First offense: Parents suspended from attending child’s games for one year and on probation for two more years.

3. Confronting adults in a physical manner by initiating physical contact, to include bumping, pushing, shoving, or striking in any way, or by direct foul language to other adults, from the opposing team or his/her own team:

First offense: Parents suspended from attending child’s games for one year.
Second offense: Permanent suspension of player and parent from HRCLL.

4. Striking or attempting to strike a player, either on his/her own team or an opponent:

First offense: Permanent expulsion of parent from HRCLL.

C. Players

1. Aggressively challenging an umpire’s decision, either by raising his/her voice, gesturing, or otherwise clearly demonstrating dissent, or vocally harassing a player on the field or
encouraging the willful injury of another player:

First offense: Counseling by a Manager or Coach.
Second offense: Player suspended from next game.
Third offense: Player suspended for the remainder of the season.

2. Aggressively challenging an umpire’s decision by initiating physical contact with the umpire, to include bumping, pushing, shoving, or striking in any way, or by direct foul language toward the umpire

First offense: Immediate suspension for the remainder of the season.

3. Confronting any adults or other spectators attending a game, practice, or team event in a physical manner or with foul or derogatory language:

First offense: Counseling by a Manager or Coach.
Second offense: Player suspended from next game.
Third offense: Player suspended for the remainder of the season.

4. Striking or attempting to strike a player with malicious intent, either on their own team or an opponent:

First offense: Counseling by a Manager or Coach.
Second offense: Player suspended from next game.
Third offense: Player suspended for the remainder of the season.

5. Misuse of equipment (for example: throwing helmets or bats)

First offense: Counseling by a Manager or Coach.
Second offense: Player suspended from next game.
-hird offense: Player suspended for the remainder of the season.

6. Poor Sportsmanship

First offense: Counseling by a Manager or Coach.
Second offense: Player suspended from next game.
Third offense: Player suspended for the remainder of the season.
